It's not Guard, but rather a sub-codex. The online only bit gives that away. Thank god for that, because that is the worst miniature ever. Not even Minotaurs are on a scale of phail like that.

That tank is awful! So Storm Troopers will be a sub-codex of Imperial Guard rather than a unit within it? :/

Not sure yet, i would imagine that they are still in the codex.
Think the supplement is so you can use them without taking a guard allies like the others ie inquisition, knights, legion of the damned.
