The Welsh 4pt starter contains the following:
The Warlord, Hearthguard and Warriors all have Javelins, which reduces their armour by one but allows them to shoot at the end of their movement as part of that activation.
Levies have bows or slings (no practical difference, purely aesthetic) but can optionally be equipped with Javelins instead if you so desire.
There's an option to have the Warlord, Hearthguard and Warriors all mounted as well, giving them greater speed for further loss of armour. The starter set contains only foot mounted figures though.
When mounted with Javelins the Welsh are a full on hit-and-run faction when out in the open, but a little squishy.
