If the unit bought with dedicated transport is split into combat squads can it do so before deployment or does it have to do it after deployment?

It has to be before deployment, they can both go in the same transport even if combat squadded.

Yeah Combat squading is done during deployment, both "squads" can deploy in a transport and get out separately.

Do both have to get in the transport for deployment?

Nope, you can deploy 1 in, 1 out, both out or both in.
